The Erasmus+ Programme promotes equal opportunities and encourages the participation of participants with fewer opportunities. A participant with fewer opportunities is a person whose personal physical, mental, or health condition would prevent them from participating in a project or mobility activity without additional financial support.
To facilitate their participation, Inclusion Support may be awarded to eligible students and staff members to cover additional costs directly related to their participation in the mobility activity. The application process is coordinated by the beneficiary higher education institution or consortium coordinator.
Once a participant requiring Inclusion Support has been selected, the expected additional costs associated with the mobility activity (such as a companion, specialised medical equipment, accessible accommodation, or other necessary support services) must be identified.
The application must include:
A clear explanation of why Inclusion Support is required;
A detailed estimate of the anticipated additional costs; and
Supporting documentation.
Where the request is based on a disability, applicants must submit either:
A medical report issued within the last three months indicating the nature and degree of the disability; or
A copy of the disability identity card.
For chronic health conditions, an up-to-date medical report must also be provided.
Applications are submitted to the Turkish National Agency through our University before the start of the mobility activity.
Each application is assessed individually by the Turkish National Agency, which determines whether additional financial support will be awarded and, if so, the amount of the grant.
Following the completion of the mobility activity, all invoices and supporting documents relating to the use of the Inclusion Support grant must be submitted to the University's International Office and retained in the participant's file for audit purposes.
Expenses that are not supported by appropriate documentation, as well as expenditures exceeding the amount of Inclusion Support approved in the Grant Agreement, are not considered eligible, even if they have been incurred.
Inclusion Support cannot be awarded retrospectively after the mobility activity has been completed.

Participants with fewer opportunities are entitled to receive Additional Financial Support in addition to the standard Erasmus+ individual support grant.
For the purposes of this support, participants with fewer opportunities are defined as individuals who are economically and socially disadvantaged and who fall into one or more of the following categories:
Individuals covered by Law No. 2828, for whom a protection, care, or accommodation decision has been issued by the Ministry of Family and Social Services.
Students placed under protection, care, or accommodation pursuant to the Child Protection Law (Law No. 5395).
Individuals receiving an orphan's or survivor's pension.
Veterans; veterans' spouses and children; spouses and children of martyrs; and persons covered by Article 21 of the Anti-Terror Law (Law No. 3713), including public officials who were injured, became disabled, lost their lives, or were killed as a result of terrorist acts while performing their duties, as well as civilians and their spouses and children covered under Article 7 of Decree Law No. 667 in relation to the events of 15 July 2016. Applicants in this category are given priority in Erasmus+ student mobility.
Students who provide official documentation demonstrating that they, their family, or their legal guardian receives financial assistance from a public institution at the time of application (such as municipalities, ministries, Social Assistance and Solidarity Foundations, the General Directorate of Foundations, the Turkish Red Crescent, AFAD, or similar public institutions).
Persons with disabilities holding a Disability Health Board Report documenting a disability rate of at least 50%, issued in accordance with the Regulation on Disability Assessment for Adults published in the Official Gazette No. 30692 of 20 February 2019.
Students whose parent or legal guardian receives a disability or social assistance pension under Law No. 2022 on Monthly Pensions for Needy Elderly and Disabled Turkish Citizens.
Students who themselves, or whose first-degree relatives, have received disaster assistance from AFAD. This support is granted only once. If the student participates in a mobility activity, the same documentation cannot be used again to obtain Additional Financial Support under this category for future Erasmus+ mobility activities.
Scholarships awarded by the Credit and Dormitories Institution (KYK), merit-based scholarships, academic achievement scholarships, and one-time financial assistance payments are not regarded as eligible social assistance for the purposes of this additional financial support.
Students who meet one or more of the above criteria may receive Additional Financial Support upon request, provided they submit the required supporting documentation.
