Inclusion Support

The Erasmus+ Programme supports the participation of students with fewer opportunities in mobility activities. Students who have additional needs arising from their physical, mental, or health conditions that affect their participation in mobility activities and who require additional support may benefit from Inclusion Support.

Inclusion Support is provided as additional funding to cover the extra costs required to enable the student to participate in the mobility activity.

Who Can Benefit?

Students with specific needs that affect their participation in mobility activities may apply for Inclusion Support, provided that they meet the relevant requirements and document their situation. Support may be requested, for example, in cases such as:

  • Disability,

  • Chronic illness,

  • Specific needs arising from physical or health conditions.

How to Apply?

Students who require Inclusion Support must contact the Erasmus Office before the start of their mobility and submit a request for additional funding. The application should explain why the support is needed and include the necessary supporting documents demonstrating the student's situation.

For example, in cases of disability or chronic illness, a relevant medical report or disability certificate may be required.

Applications are evaluated by taking into consideration the student's needs and the additional costs required to enable their participation in the mobility activity. Inclusion Support is not granted automatically; each application is evaluated separately, and the amount of support is determined if the application is deemed eligible.

Expenses covered under Inclusion Support must be documented (e.g. invoices). Expenses that are not supported by the required documentation will not be considered eligible for support.

Note: The application requirements, required documents, and current implementation procedures concerning Inclusion Support are determined in accordance with the Erasmus+ Programme Guide for the relevant academic year and the grant documents published by the Turkish National Agency.

Additional Grant Support for Student and Recent Graduate Mobility

Participants with fewer opportunities are provided with Additional Grant Support in addition to the grant to which they are entitled. To be eligible for this additional grant, a participant with fewer opportunities is defined as an individual who is economically and socially disadvantaged and falls into one of the following categories:

1. Individuals who are or have been covered under Law No. 2828: Individuals for whom a protection, care, or accommodation decision has been issued by the Ministry of Family and Social Services pursuant to Law No. 2828.

2. Individuals who are or have been covered under the Child Protection Law No. 5395: Students for whom a protection, care, or accommodation decision has been issued.

3. Orphans / Individuals receiving a survivor's pension.

4. Spouses and children of martyrs and veterans, and veterans themselves: This category includes war veterans and their spouses and children, as well as the spouses and children of war martyrs. It also includes:

  • Spouses and children of public officials who, pursuant to Article 21 of the Anti-Terrorism Law No. 3713 dated 12 April 1991, were injured, became disabled, died, or were killed as a result of terrorist acts while performing their duties in Türkiye or abroad, including after their official status had ended;

  • Spouses and children of individuals who lost their lives, or civilians who became disabled, as a result of the coup attempt and terrorist act of 15 July 2016 and subsequent acts constituting a continuation thereof, pursuant to Article 7 of Decree Law No. 667 dated 23 July 2016, as well as their spouses and children;

  • Individuals who suffered material damage due to terrorist acts or activities carried out in the context of combating terrorism, as well as their spouses and children, within the scope of Law No. 5233 on Compensation for Losses Resulting from Terrorist Acts and Measures Taken to Combat Terrorism.

5. Individuals receiving support from public institutions: Students who provide documentation demonstrating that they, their families, or their legal guardians receive support from a public institution at the time of application (such as municipalities, ministries, Social Assistance and Solidarity Foundations, the General Directorate of Foundations, the Turkish Red Crescent, etc.).

6. Persons with disabilities: Individuals with a disability rate of at least 50%, as documented by a Disability Health Board Report issued in accordance with the Regulation on Disability Assessment for Adults, published in the Official Gazette No. 30692 dated 20 February 2019.

7. Individuals covered by Law No. 2022: Individuals covered by Law No. 2022 dated 1 July 1976 on the Provision of Monthly Allowances to Turkish Citizens Who Are in Need, Weak, and Without Means of Support and Who Are Over 65, as well as Disabled and Needy Turkish Citizens; or students whose parent or legal guardian receives a disability or needy allowance under this Law.

8. Individuals receiving disaster assistance from AFAD: Students who themselves or whose first-degree relatives (biological or step) receive disaster assistance from AFAD. This support is provided only once. If a student participates in a mobility activity, the same document cannot be used to receive Additional Grant Support under this category for subsequent mobility activities.

Note: Scholarships provided by the Council of Higher Education Credit and Dormitories Institution (KYK) and similar scholarships, other grants, assistance and scholarships awarded on the basis of academic achievement, as well as one-time payments, are not considered financial assistance under this provision.

Students who fall within the above categories may receive Additional Grant Support in the following amounts, upon request and provided that they document their eligibility, depending on the type of mobility:
